Merger control (Finland): Finnish Competition Authority clears proposed creation of joint venture between Dalkia AB and Pori Energia Oy

The Finnish Competition Authority (“FCA”) has cleared the creation of a joint venture between Dalkia AB (“Dalkia”) and Pori Energia Oy (“Pori Energia”). Dalkia, which belongs to the Veolia Environnement group, produces and supplies energy services and support services for real estate and industry. Pori Energia is active in the production, supply and distribution of energy services. It has three power plants located in south-western Finland. The newly created joint venture will take over the business operations of Pori Energia’s Harjavalta power plant, which provides, inter alia, process steam and compressed air to industrial customers and district heating to Harjavalta municipality and consumers. The FCA concluded that the creation of the joint venture will not create or strengthen such a dominant market position that would significantly impede effective competition in the Finnish market or in any substantial part thereof.
